The Demise of the 28-Article Peace Proposal for Ukraine: Why Peace Negotiations Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the tension triggered by the announcement of a new 28-point plan for ending the war appeared – briefly – to have been defused. A American diplomat spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Moscow made its response: another massive barrage of missile and drone strikes on Kyiv.

The Rhythm of Negotiation and Warfare

The chain of conflicting incidents captured the bleak nature of the outgoing year. By day, diplomatic battles are waged: positive announcements are delivered from various governments. Significant resources is expended on managing certain initiatives. By night, Moscow forcefully demonstrates the world that, for them, military action persists as the key method for achieving "resolution".

Nocturnal Warfare

As military strikes developed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was revealed. Ukraine is able to track missile launches from Russian territory, a ability afforded by current data. From observation points, military aircraft that had been dispatched to intercept incoming guided weapons roared overhead – advanced fighter aircraft provided to Ukraine by European allies.

Moments later, Kyiv's missile defense engaged: multiple launches targeted at a hostile projectile. This was a sophisticated defense system at work, most likely delivered by Western nations. Every deployment creates sudden vibrations, rattling buildings. The moment of terror quickly transforms into grim resignation: possibly the approaching threat won't strike its target this time, sparing the city from devastation and additional electricity failures.

Continuous Dangers

Following this, a large-caliber weapon opened up on a unmanned aircraft in the vicinity, part of a rapid response unit – most likely imported technology. Regrettably, the projectiles didn't strike the enemy aircraft – it pressed on overhead toward its destination.

With pauses, this persisted until dawn. Kyiv faced the early updates: seven people killed, damage and utility failures in multiple buildings as a result of the evening attack. As customarily, everyone still continued their routines – experiencing conflict. But those 24 hours illustrated Ukraine's essential dependence on international aid – a need that neighboring countries are evidently unprepared to substitute in the immediate future.

Failed Diplomacy

The comprehensive proposal from US administration generated strong feelings, debate and serious worry – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have seen this script before, after earlier high-level meetings and international summits.

Every new approach from US leadership adheres to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, manages to fend off. They stabilise the situation but never actually win the battle. This cycle will, undoubtedly, persist.

Tactical Assessments

It is convenient to criticize particular leaders of consistently pushing Kremlin's demands. But that does not seem to be the entire situation. US administration works based on a premise well known to seasoned negotiators: you cannot secure via talks what you have lost on the battlefield. The White House believes that it is unrealistic to force Russia to relinquish the land that it presently holds in Ukraine's southern or eastern regions.

The challenge is that while accepting these circumstances, Washington does minimal to discourage Russia, through words or deeds, from thinking that the current condition will not evolve additionally in its favour in the months ahead.

Conflicting Perspectives

Therefore, the Kremlin is confident that duration works to their advantage – that Ukraine and its supporters are coming close to fatigue. Their incentive to accept conditions that does not give them the largest achievable advantage is virtually nonexistent. There may be numerous efforts to stop fighting, but they will persist as long as Russia's leadership remains highly assured in the result.

On the contrary, Kyiv believes that Ukraine can still hold out, gradually sacrificing civilians and areas but preventing a total frontline collapse until situations evolve in its favour.

Current Realities

Objectively, there are no genuine requirements for a armistice. Now, individual motivations are entering the equation: political desires to mediate resolution and obtain worldwide acknowledgment, and Kyiv's double obstacles – on one hand, not to distance important partners, and on the other, to mobilize citizens around the national cause against any proposal Kyiv finds unworkable, so that their attention does not shift toward domestic problems. And although their mission will now be significantly challenging after recent developments, it remains very improbable that this will modify their basic position.

These opposing factors are driving the talks.

Summary and Prospects

It took a mere seven days to eliminate the suggested clauses of the current initiative. Assertive and inconsistent approach of the matter by American leadership, opposition by Ukraine and the other European countries, along with pacifying measures of diplomats, and finally, current information leaks, all achieved their purpose.

While new initiatives based on old ideas are imminent, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are rooted in Kremlin requirements and show specific hesitation to change the course of events, if they maintain solidarity and strengthen their defence capabilities at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the coming months, largely rely on continued Western support.
